During his keynote speech, during the Incentive Show in New York, he emphasized the importance of rewarding people, whether you have the budget or not. Giuliani used the NYFD example during his presentation that without any budget for incentives, was able to hold the morale of the firefighters high, by establishing an annual recognision day, dedicated to firefighters and distributing recognizion stars and ceritificates. That was a smart program to maximize morale while spending less of the budget.
In regards to leadership, Giuliani emphasized the leadership values that hold businesses running. Good leaders motivate and reward with actions and words on a daily basis, and can accomplish more without the need for monetary or material incentives.up

Preparation Rehearse all situations and scenarios, and prepare the most. It will assist overcome unexpected situations.
Teamwork Do not assume to know everything but encourage the team to participate in decision making and proble solving. Understand the value of individuals and as a leader bring them together.
Communication Communicate your vision into people's minds and hearts.
